    I haven't figured out how to log usage of a particular port, but
what I do for my system's outbound ports is set the device ownership
to [1,4], set the protection mask w:none, and put an ACL on the
device that says (id=modem_user,access=read).  Then I give selected
users the MODEM_USER me restrict access to a subset of users who have
demonstrated need.
