I have a similar query; our primary user area is in a separate building
from the machine room, so we would like users to leave their tapes with
us and request them to be mounted when necessary.  Now, doesn't this sound
reasonable:
 
- when an operator is on duty, have them REPLY/ENABLE=TAPES and /DISABLE
  same when they leave.  We don't leave any accounts logged in at the machine
  room when nobody's there.
- instruct users to do a MOUNT/ASSIST/COMMENT=... etc
 
By my reasoning, if there is no terminal that has TAPES enabled on the system,
shouldn't that user get some sort of error message?  And when the operator
is there and has enabled TAPES, they will get the request and mount the
tape?
 
I tested the theory and it didn't seem to work... process requesting the
mount went into a wait state.  Did I miss something?
 
I'm assuming someone's tried the same gambit... any advice?

I remember playing with this in the past.  It seems to me that I eventually
found that there _was_ a terminal with TAPES enabled.  I believe it was the
system console on a different cluster node.  The only thing I'm not certain
of is that it was the TAPES operator being queried.  It _may_ have been
another operator class.

I belive that at one time, MOUNT used to send requests to CENTRAL as well
as TAPES, but I just tried it under VMS 4.5 and that turns out not to be
the case (maybe my memory has finally gone).  In any event, I normally
run with NO operator terminals enabled (I'm not in a cluster environment).
The users don't actually get a error message, but rather the following two
informational messages:

  %MOUNT-I-OPRQST, Please mount volume ______ in device _____ .
  %MOUNT-I-NOOPR, no operator available to service request.

after which MOUNT waits for the user to mount the proper tape.  The user
can cancel with a control-Y.
