[mod.protocols.appletalk] First patch file for distribution 2.01

Patch file #4, the first for CAP distribution 2.01 is now available
via anonymous FTP from CU20B.COLUMBIA.EDU in the directory
US:[US.CCK.CAP.D2.1] as PAT4.SHAR.

In this patch file:
  o atis modified to record pid in /etc/atis.pid
  o atp module - was sending request data on atp "rel".  Shouldn't do
    this really.  Found by Dan Tappan.
  o abddp - patch to make work on pc/rt under ACIS BSD 4.2a - with
    this I think all of cap will work on this machine.  Code remains
    "dirty" and should be cleaned.
  o abmisc - problems with timer chains getting into loops.
    Problem reported by Bill Croft.
  o papif - replaced with "better" version.
  o lsrv - modified to sleep longer in base loop to reduce cpu consumption.
  o various modifications to makefiles, etc.

The problem with abmisc is serious and this fix, if no other are,
should be applied (end result is CPU chomping).  The patch to atp
should probably also be applied as Dan Tappan reports that an ATP
implementation that ignores Release packets that have the request data
attached.

Also, CAP Distribution 2.01 has now been successfully brought up on
BSD 4.2 (at the MIT AI lab).
