The DDN Program Management Office (PMO) is responsible for management decisions regarding the ARPANET. It is my understanding that the DDN PMO assigned the task of analyzing the performance of the ARPANET with the addition of NSF sites to the Defense Communications Engineering Center (DCEC). It is my understanding that DCEC uses the same network analysis tools and models which were used to manage the ARPANET configuration at the time of its rapid growth in the early to mid 70s. The statements above are second-hand or farther - I do not have first-hand knowledge, except that I know BBN was not assigned this analysis task.
