We have been working on a scheme for supporting access control
in a multi-organization internet through the addition of a visa
mechanism to IP.

If you are interested and willing to provide feedback, I can send 
you a draft of a short paper entitled
"Visa Scheme for Inter-ORganization Network Security"

Anything electric is preferable to anything paper. Feedback is only
