In response to Alan Hill's remarks about a large number of packets being
sent to a decommisioned host, I suspect that the primary cause is that
USC-ISIB used to be one of the root servers for the name-domain system.
Many sights probably have not changed there configuration information
to properly reflect the change.  UC Berkeley, and CSNet are both heavy
users of the system.  There should be some attempt to notify the domain
administrators and inform them of this change.
