Phil,
Any sense of which kinds of mailers (i.e. Sendmail, MMDF, something else?)
are generating the duplicate messages?
There are timers at the SMTP level in many implementations (limiting how
long one is willing to wait before receiving a reply to a command) and
since the congestion problems started I've felt that we needed to look
more carefully at SMTP timer policies. I actually started on this
task, and rapidly concluded I didn't have the time to do the necessary
research to devise a better algorithm than those already in use.
