[net.auto.tech] Have an engine rebuilt?

I have a '78 Ford Fairmont with 70,000 miles on it. The body is still
in reasonable shape, but the 4 cylinder engine has taken to burning oil,
won't pass emissions inspections, but otherwise runs well.
I'd appreciate opinions on whether it is worthwhile to have the
engine rebuilt on this type of car.  I have the following
specific questions
1. Could I reasonably expect a rebuilt engine to provide
another 70,000 miles of service?
2. Should I get the existing engine rebuilt at a local garage or should
I try to find a "factory rebuilt" engine and have it installed?

I will be grateful for any and all opinions. If this topic has already been
discussed, I would appreciate receiving a summary. If there is enough
