[net.news.notes] Orphaned Response

I have the same problem with having lingering locks files. I am 
also finding some groups are being 'CLOSED' for some reason.

I've been seeing this also.  Inspecting the code shows that it must
be some type of race condition between nfarchive and nfrcv (or newsinput).
I suspect nfarchive failing before it re-opens the topic but can't confirm
that.

	Here at OKSTATE, we are testing modifications to notes that fix the
mod.computers.* and related problems.  When we are satisfied, more information
will be posted.  There are certain problems, that still need to be looked into,
such as absolute paths, and what happens to all of those notes files that are
archived on tape.
