[mod.std.unix] iocntl naming

Lest there be others like the anguished soul who took the postscript 
to V6#15 to mean that fcntl is *gone* -- no, it's tucked away in S6.5.2.
However, its name seems to have many the same critics as iocntl, and
those comments were solicited. Likewise the defense.

The name should be "iocontrol" or simply "control".
Why abbrvt whn u dnt hv to?

I see no reason to replace
	int ioctl( int fd, int request, funnyarg )
where "funnyarg" has type (int) or (struct something *)
by anything else, though.
