[net.ham-radio.packet] What is your opinion about Packet Radio on 220 Mhz?

I am posting this request to gain information for Art Reis K9XI,
editor of 220 NOTES.

BACKGROUND:
There is a strong start of packet radio on 2 meters at 1200 baud.
This strong start has already brought congestion in certain areas
especially on 145.01 Mhz.  There are current plans to build backbone
systems on 220 Mhz.  It would be beneficial set aside segment of the
220 Mhz band for packet use.  It also might be useful to move some
of the local traffic (QTH to backbone, QTH to QTH) to 220 Mhz.
2 meters upper baud limit is 1200 baud, the 220 Mhz upper baud
limit is 19200.

QUESTIONS:
1) What frequencies on 220 Mhz should the backbone systems use?
2) What frequencies on 220 Mhz should local traffic use?
3) Should local traffic stay at 1200 baud or would 9600 baud be more
	efficient?
4) How much bandwidth is needed for the higher baud rates?
5) Should more elaborate signaling techniques be used for the higher
	baud rates to keep the signal's bandwidth to a minimum?
6) How much must a radio be customized for PSK operation, can the
	radio be modified for PSK and still be used for FM voice
	communications?

If you any other ideas or concerns that I did not think of please
comment on those also.  I will try to summarize the responses for
the net.
