[net.micro.att] Help with PC-7300 Terminal Emulator and Control key Pleeeeeease!!

I do not know what is wrong but when I am using the vt100 terminal on
my PC-7300, I have to hit the ESC key twice before it takes effect, or
if I am in emacs and I want to delete a word and then type "any key"
I hit ESC d, "nothing happens", but then as soon as I start typing
I see the effect of my ESC d.  Can someone tell me what I am doing wrong.
If I am not doing anything wrong, has anyone fixed this problem.?

also, this <ctrl> key is really out of place.  has anyone attempted
to modify the keyboard driver so that the caps lock key is really
the ctrl key?  I don't mind chang but the other keyboards I use
have the ctrl key in where the caps lock of this keyboard is and it
is very hard to switch back and forth.

Please help me!!!!!!!!!!!!!!!!!!
