This is a known problem. It is a bad interaction between the loader
and the hard disc controller chip. Fortunately it only happens after
powering the machine on, not on reboot. It will reboot eventually, it
just takes a long time. For the time being, leave a blank floppy in
the drive.

As for the manual, *I'm* not going to tell you not to buy it. I'm
just going to point out that internal details of the unix pc are
company confidential, available under non-disclosure only (and even
that is not available to everybody).
