  Ok, so whom DOES your x | x belongs to "the masses"  vote for ? Let's examine 
x's thoughts as he looks over the ballot sheet.

" Hmm, let's see who we have here ?
     J. Ram - No way! No sirree ! This guy had half the defence budget
              pipelined to his numbered account in Switzerland ! 
              Moreover, have you heard about his son who was caught
              in a Mercedes cruising along New Delhi with the ladies
              of the night. And according to the dynastic rules we
              have established, we may have to vote him PM if J.Ram
	      pops it. 
    M.Desai - Yeah! Right! Next thing you know a Certain Intelligence
	      Agency of a foreign power will move into 1 Safdarjang
	      Road. And when I visit the PM to petition him for
	      building an airport in our village, I want to be served
	      ganne ka ras (Sugarcane Juice), not the health drink in
	      vogue at his residence. The only advantage I see is that
	      India may get into the Guiness Book of World records as 
	      having the only current head of state born during Queen
	      Victoria's reign, but the disadvantages outweigh the 
	      advantages. He had his chance and miffed it.
    C.Singh - You gotta be kidding! I mean to say this guy gave us
	      one budget, just ONE, and look what happened. Within the  year
	      the economy was in a shambles. Calls himself the
	      "farmers candidate", tchah, even Reagan cares more for the small
	      farmers than HE does.
 H.Bahuguna - Which party is he a candidate for this time?   
 A.Vajpayee - Not bad, not bad. Atal is OK. But I still wonder about
	      the Rather Shady Schmucks he hangs out with. Lemme see
	      the rest of the field before I decide on this one.
   R.Narain - Gimme a break ! I used to read Laxman's cartoons
	      a while back and he (Narain) was always depicted as a monkey
	      sitting on C. Singh's shoulders. I have always thought that
	      entirely appropriate. Can you see this guy addressing the 
	      United Nations General Assembly on behalf of India? Gag me
	      with a spoon !
  R. Gandhi - Holy Cow! Now this chap is smart. He went to Cambridge (or was it 
	      Oxford) and he can actually fly a plane. I figure you
	      got to be pretty smart to do that. Occasionally you find
	      the bad apple in a crop of pilots ( e.g. pilot of 007) but
	      in general they stack up pretty well cerebrally. His brother
	      wasn't a good pilot and we all know what happened to him. 
	      In America, RG would be called a yuppie and I dig that.
	      And then you have to consider that his Mom was killed in
	      the line of duty. Now if we don't give him a job, I don't 
	      think Indian Airlines will rehire him, and I am all for reducing
	      unemployment. Yup, all in all, old Rajiv G. is my 
	      candidate all right. But wait, what of my countrymen in far off
	      America? How are they to respond when the Media says India is not
	      a true Democracy? What will they say when told 'the masses' are
	      immature and not capable of rational thought? Shouldn't I 
	      consider what a hole I'll put them in by my actions? Naaaah,
	      who cares?"

  And with that villager x puts his stamp on the ballot.
