In context of the previous posting on "Suggestions for improvements in IITs", following is the Questionnaire-D as mentioned in that posting. ***************** QUESTIONNAIRE-D *************************************** An analysis of deployment of graduates from IIT, over the last two decades or so, indicate that a cognisable number, have migrated to developed countries of the West, mostly to USA. A sort of pattern is vaguely discernible in this movement - (viz.) == A greater percentage of first degree (B.Tech) holders than the post graduates have moved to the West. == Most of this movement is initially to do further studies in University/ Institutions abroad under some scholarship or other. Later on, after completing their studies some shift to industry/business over there, some to teaching there itself and a few come back to India. == Graduates of certain disciplines like Chemical Engg., Electronics etc. have gone out in greater numbers than others. CAN YOU KINDLY COMMENT ON - D.1) The bright B.Tech graduates went abroad primarily in quest of knowledge for which the facilities available in India were not adequate. OR They took to further studies in the host countries, get a better access or acceptability to employment market over there ; and also, the scholarships gave an initial support at their early settling down period. D.2) Do the environment and facilities available in India - not give that much of scope for advanced learning as in the West ? If so, can you assign a relative weightage for the following aspects likely to have the constraining influence - D.2-1. Limited chance of securing admission or opportunity to study what one wants, because of selection criteria and procedures. D.2-2. Facilities by way of laboratories, Library, also interaction with industries/business/fields of activities - are not very updated, helpful and inspiring. D.2-3. Faculties who will be the guides are not recognized leaders in their fields; and some of them already are, or , fast becoming, traditional, old and uninspiring. D.2-4. Any other reason D.3) Are there any suggestions as to how to enlist the co-operation and make good use of these well qualified, bright expatriate alumni of IITs for the betterment of academic activities, research programmes, and industrial development in India. D.4) A few of the developed countries (eg. Sweden) have a system of giving educational loans which are repaid by the alumni over a period of time. On similar lines, a system should be evolved to recover the heavy expenditure incurred on every student passing throuigh the high professional institutions like IITs. HAVE YOU ANY COMMENTS ? D.5) The courses and their syllabi in IITs, the attitudes and perceptions nurtured over there, are such that the job opportunities in India give them little satisfaction forcing them thereby, to migrate to better pastures abroad. ************************** END ********************************************
