	Saturday's Los Angeles Times carried an article (on the front page)
that suggested that Rajiv Gandhi is now softening towards the idea of India
restarting its atomic-weapons program.  The apparent "softening" is occurring
because Pakistan has recently received a $3.2 Billion military and economic aid
package from the U.S.  The U.S. claims that this package will protect
Pakistan's border with Afghanistan, but India's "bomb lobby" feels otherwise.
Rajiv Gandhi, on his recent trip to the West, told a French newspaper that if
India decides to be a nuclear power, "it would be a matter of a few weeks or a
few months."  The LA Times also reported that India's urban public supports
such a movement.
