    >inducted into the central cabinet as the commerce

    >minister. Singh is reportedly rewarded for

    >Singh is replaced by Dr. Shankar Dayal Sharma,

    >Governor of Andhra Pradesh.

    # In the preceding bulletin (11/20/85) it was mentioned that

    # Amnesty International singled out the governments of Punjab and

    # Andhra Pradesh for accusations of torture on an administrative

    # basis.

    # Apparently, such accusations do not hurt these gentlemen's

    # careers.

In general it is unfair to accuse the governors for the goings

on within a state. In the case of Punjab, however, Gov Arjun Singh

should be held accountable for any good or bad events since the

state has been under President's rule.

Another aspect of this issue that ought to be pointed out is

that Mr Sharma's daughter and son-in-law (MP Lalit Maken of

New Delhi) were allededly involved in the New Delhi Sikh

massacres and were subsequently allegedly assassinated by

Sikh gunmen. While I don't know much about Mr Sharma's

background, I feel that it was rather insensitive on the part

of the decision makers to appoint him as the governor of

    Punjab, of all places.
