Well, we decided we should get a better handle on the problem by running with uucp debugging turned on. (This was several days after my posting about this.) Lo and behold, everything worked. We tried again, and it still worked. So we turned the news feed back on last week, and haven't had any problems since. Thanks to all who responded with suggestions.
