[net.micro.mac] Signature bytes for the rest of us?

     How many of you amateur developers out there have had your application's
signature bytes approved by Apple Technical Support?
     From the MDS manual:  (and probably all over Inside Mac)

     Makes sense to me; we don't normally want a document to think it was
created by two separate applications.
     The question is (hello, Apple?) are the rest of us (non-certified,
non-registered developers) supposed to do this also?  What number do we call,
and who pays for the phone call?  Or who do we write?
