	The difference is between encoded TV and cable transmissions (and a 
variety of other communications mediums, I'm sure). 
	The topic is restriction of access to those mediums, 
especially as enforced by the town of Bluffdale, Utah, with respect to
the potential introduction of cable in their fair town (ref Haas note
~ 10/23).
	I find no such word, "unencoded", in Webster's New Collegiate 
Dictionary.
	I have no idea what else you have missed.
