[net.micro.mac] Remapping the Mac's keyboard - ?

Hello!
    I am attempting to set up a standard interface between the Mac
and our school computers.  I've found a terminal program that works
pretty well. However to really have this thing work, I need to
remap the Macs keyboard.  Our school uses Heathkit H19 terminals
and a few of the programs depend on the function keys and the
numeric keypad.
    I did a little poking around with ResEdit and Fedit to see what
I could do.  I found out that the resources INIT 0 and INIT 1 in
the System File set map the keyboard upon boot.  (INIT 0 is the keyboard,
and INIT 1 is the numeric keypad.)  So I cut these resources
and put them into separate files.  Then I used Fedit to edit them and
used ResEdit once again to paste them back into the System File.  After
rebooting, the keys were now remapped.  Great, so far.  The problem that
I have is that the function keys on the H19 send escape sequences, and it
appears that there is only room in the INIT resources for one character to
be sent per key combination.  Can anyone help?!  Any other ideas?
I was going to remap option-1 ... option-9 as keypad-1 ... keypad-9,
and shift-option-1 ... shift-option-9 as F1 ... F9.
