I heard this from a Tektronix machinist years ago:
It seems that a machinist's union attempted to unionize our metal fab area.
The shop workers weren't interested, so they cut out some envelope-sized
pieces of 1/8in sheet steel and sent them back inside the postage return
envelopes. Apparently the letters reached the union, because we never heard
from them again...
