Jason Haines points out that FakeAlert shouldn't be declared 'static'
if it's to be separately compiled (which was of course how it's intended
to be used).  Thanks, Jason.

I also neglected to mention another use, which is that it can be employed
in DA's.  That way you don't need to figure out id's of owned resources.
Presumably one will wish to do that as a final step, but it may be
simpler to use non-resource alerts during development and testing.
