[mod.std.mumps] Proposal: Routine Transfer Format

I propose the MDC adopt the Routine Transfer Format suggested by Fuzzy
in his proposal dated 3 November 1978 (pages 1-4), with changes described
in his 1 page letter dated 25 October 1978.  These documents were reprinted
in Attachment 4 in the minutes of MDC #29.
