	I strongly doubt you don't have SCCS if you've got full UNIX. (at least
the development system C & such).  However there is no program called SCCS.  It
is actually made up of several programs, admin, get, delta, etc.

	Not true for the 3B2, based upon AT&T's absurd "unbundling" practices.
The C compiler and "software generation utilities" do NOT include SCCS.  SCCS
is available to binary licensees as an OPTION costing more $$.

Some workstation vendors have followed Berkeley to RCS. Some other
workstation vendors, under the funny impression that they know what
their customers are going to use the station for (i.e. not software
development) do not bundle any form of source code/revision control
software.

In other words, WRONG.
