Wanted: a tip/cu program that doesn't put the TTY in Raw mode.

Under Gnu Emacs, it is possible to run processes in windows;
however, apparently due to a kernel bug, these processes must
use the tty in normal mode.  I have tried making raw/unraw in 
tip/cu be no-ops, but that's not good enough.  Any ideas?
