CCA (Computer Corporation of America) Emacs comes with an EDT emulation package. The documentation lists several fundamental differences between EDT and Emacs which show through the emulation; I don't know if these are major problems or not because I've never used EDT. CCA Emacs is very much not PD, though it's not very expensive (I think an educational site can get Vax source for about $450).
