I have been reviewing 5 different C compiler:
Hippo, Megamax, Softworks, Aztec, and Consulair...

Two I would reccomend looking into further, Aztec and Consulair, I haven't 
used either long enough or extensively enough to say which is better.

The Aztec runs under a UNIX-like shell while Consulair is Mac-like.
Both have good documentation and seem to copile to good code.

All Consulair asks for a licensing fee is that you mention somewhere in your
application that it was created using their compiler.  I don't know what
Aztec wants.

Once again, I haven't used any of these extensively, just written a few simple
application to throw some windows on the screen, create some menus, keep track
of mouse down events, etc.....but just from this it is easy to see which
compilers are good and which are not...hence my suggestions.

(I'd spend more time with them if my professors would figure out that there's
more to life than homework....)
