Not really. Like it or not, the newsgroup la.general has been active for
quite awhile in Los Angeles, California. Apparently one or more of the
machines mentioned in the above article are leaking the newsgroup out to
UUNET or some other major site. The path on the article was thus:

    uunet!wpg!rex!mb

I agree that la.general would be a very proper and fitting name for a
Louisiana newsgroup, but the name is already taken. I suggest that you
either choose a different name, or be careful with the sys files so that
nothing leaks out. Be also warned that it will be quite difficult to keep
things from leaking IN as well. Based on the above path, it looks like
the "wpg" machine is the culprit in the leak. As more Louisiana machines
are added to the connectivity of the group, the harder it will be to
contain the articles geographically. The distribution name "la" doesn't
  help either. Same problem.

I would suggest louisiana.general as a nice unique name. It will save you
quite a bit of heartache in the future. I have cross-posted to news.groups
because (a) everyone else seems to :-) and (b) perhaps some of those guys
have some better ideas about conflicting names for local hierarchies and
  distributions.
