[co.general] hao down for 4.3 conversion

  The "hao" backbone site will be down from Wednesday morning, June 24, 
through possibly as late as Friday, June 26, while we convert to 4.3BSD Unix.
It may take this long because I have never done a conversion of this magnitude
before, so I will have to wing it a great deal, plus I want to recompile
all our local applications as well as those that we have upgraded versions of
with local mods (trivial software systems like netnews, rn, uucp, nntp, smail
and sendmail :-) We are sorry for the inconvenience this may cause, but we feel
that it will be good in the long run, particularly since we have taken to
doing so much beating on the TCP networking code lately, which is supposedly
much better in 4.3. Maybe I can even get a ucar.edu domain name server
that actually works after this :-)
  Since we are a well-connected site, this may mean some delays in mail that
is auto-routed through us, and of course netnews articles will back up
on our neighboring sites. Since we are also the main news feed into non-AT&T
Colorado, there may be delays or temporary outages in netnews throughout 
the state and particularly within NCAR.
