(I also found the idea of the magazine choosing homecoming queen stretching my "willing suspension of disbelief"). Just to clarify, Greg did more than just tell Robin he would miss her if he left. There were some lingering kisses as well. My guess is that Charlie was wowed enough by Julie, that he will forget about Robin, especially as Robin's dreams of a romantic relationship with Greg appear to be coming to fruition.
