The recent description of the purchase process in large organizations is, if
anything, less pessimistic than my personal experience in three different 
companies.

Yet despite this I really don't see a lot of stealing.  Often when it is done
it's to get something immediately which is eventually bought through the official
channels.  Why?  Because we want software updates and the leverage that a large
company with many users of a package can exert on the direction of future updates.
