I believe that a well-known conservative 20th century composer
(Copland, perhaps?) wrote a twelve-tone piece using as the tone row
the circle of fifths.  Sorry, I can't remember who it was.

Bela Bartok's "Music for Strings, Percussion and Celesta" changes key
using the circle of fifths. However, I don't think this can be referred to
as a "tone row".
