Does anyone know how someone from an ARPANET site can send mail to a USENET
site?  In particular, how does one send from "rutgers" to "ihnp4"?  Thanks.

I suppose you mean UUCP site.

Well traditionally you just mail to
	host!host!host!user@berkeley
and it would figure it out.

You can try user%host.UUCP@BRL-BMD, but remember it only works for
ARPA->UUCP, not vice-versa (it's blocked for security reasons).  If
host.UUCP comes up unknown, try saying host!user%knownhost.UUCP@BRL-BMD.
