Will your argument be that "see, the percentage is very low, we need not legislate anything, let's just sweep it under the carpet"? The point is (I think) that as long as the possibility exists, we cannot ignore it. I'll admit that the number of pregnancies caused by rape is fairly low. However, this does NOT illegitimize the problem or its need for attention. If I have second-guessed your argument unfairly, then you have permission to mildly flame me.
