Yes, US currency does say that it is legal tender for all debts public and private. But so does the counterfeit stuff that the bookseller is trying to avoid getting stuck with. There may be second reason for the policy, however: they may have been robbed a few times, and decided not to keep so much cash around except for purchases that the person was willing to show ID for. In that way, potential robbers wouldn't so easily be able to find out where they hid their large bill change cache. Yes, I have rented cars with cash.
