Among Sefardim, the custom is to cut a son's hair for the first time on
L"G be `Omer of his third year (after his second birthday).

    From what I understand, that custom prevails among many Chassidim too.

In Israel they go to Meron (near Tsfat) and make a big thing out of
it (bonfires, torches, and, I suppose, food).  This is also not
limited to Sefardim or Chasidim.  Many (most?) orthodox families
follow this custom.  Rumor has it they chopped my hair off after my
second birthday on Lag Ba'omer.
