As far as I know, it's still required to carry an ID in Houston. Anyone know for sure?

From: castor::covert (John Covert) Being required to identify yourself on the public ways on Las Vegas would probably not stand up in court. A law like this was on the books in California until someone decided he had the time to fight it, and won.

Fighting a law in California is not as foolish as fighting one in
Las Vegas - in California they don't break your arms when you
disagree with "them".
