[net.consumers] ATT Calling Cards liability if lost or stolen

It was announced Thursday [4/26/84] that the FTC and the Board of
Governors of the Federal Reserve Bank are holding hearings to
determine whether the ATT calling card treated as a credit card for
the purposes of determining liability in the event of a lost or
stolen card.

Currently there is no regulation limiting the liability of a
consumer for unauthorized use of a Calling Card.  If such a
regulation is passed the consumer would only be liable for the
first $50.  An ATT spokesman said there was no reason for such a
regulation because ATT has never billed a customer for a charge from
a lost or stolen card.  A government spokesman then said ATT has
nothing to worry about.
