[net.consumers] Consumer's Union biases, if any

For major appliances, it is likely that the samples CU tests are
statistically insignifigant. They are best at reporting features,
not actual quality. They sometimes do report accurately on quality
based on experience, or on a theoretical analysis of the product;
and for some products they do a good job collecting data from their
subscribers by questionnaire.

In general, if you wanted to test a new Maytag product, say, for
even quality, you would want to purchase and test five or twenty.
I don't think CU can afford to do this.
