Although I have never had this problem myself, and thus cannot vouch for this solution, I heard this discussion on a radio talk show recently and pass it along to you for whatever it's worth. If you get it tested and find there are no bugs under the wood of your house, and the woodpeckers continue to peck, the people on the radio said to place a strip of flashing or other shiny material (that will not be affected by weather conditions) along the top of the siding (where the siding meets the roof). Secure this in about a 12" wide strip. Whatever the material is, it should be shiny. Supposedly, this acts as a deterrent to the birds and they seek a pecking-place elsewhere. Good luck. R.M.
