Quote from a recent notice in my US Telecom bill:

"As an extension of our commitment to provide the best possible service at
the lowest possible rates, you can now use your US Telecom service when
calling "Dial It" services using 976 numbers.  You will be charged your
regular money-saving US Telecom rates plus a $.50 per call surcharge."

Does this mean that it costs me whatever the owner of the 976-xxx number
wants to charge me only if it goes through AT&T, but only $.50 if I go
through US Telecom (plus long distance charges)?  This seems bizarre.
