[net.games.go] Upgrade to encode/decode?

Well - we appear to be on the net (fur real, man!), so I'll mention
something usefull I've done:

I've modified the programs encode & decode to look for/generate a magic 
glyph to indicate the start of the board. With this, it is possible to
decode boards inside of messages without having to strip the header, etc.
out of the file. If enough people ask - include T. Bray, the author - I'll
post the modified versions. Since I despise having multiple incompatible
copies of such tools, I won't post it unless Bray ok's doing so. Of course,
you can always work out the hacks yourself, and I'll run my version locally.
