If I remember that episode correctly ( someone please correct me if I'm wrong, it's been a while since I've seen it ), the room you saw was the auxiliary control room of the Tardis, not the main control room ( with the "high-tech" look ). The Doctor and Sarah re-discovered the auxiliary control room ( The Doctor had forgotten completely about it, there being so many rooms in the Tardis ) in "The Mask of Mandrago (sic?)" episode.
