Some other early appearance by other timelords...

The earliest other time lord to appear in Dr Who was 'The Meddling Monk'
(with William Hartnell) who has a Tardis of his own and (if I remember
correctly, I don't have the programme guide handy) is meddling with the
Battle of Hastings. 

The Doctor removes the dimensional control from the Monk's Tardis making 
the same size inside as out (small!). I don't recall the Monk being called 
a timelord (it was a long time ago)

The Monk reappears in the Dalek Masterplan, chasing the Doctor around the 
universe as he is a bit upset about the Doctor shrinking his Tardis.

The timelords appear for the first time in The War Games when another 
renegade is assisting the Warlords with devices called Sidrat's. I forget 
what it stood for but it is of course Tardis backwards. The Doctor (Patrick 
Troughton) calls upon the timelords for help when he gets in really deep 
sneakers. This is the first time we get to learn anything about the 
timelords. They change the Doctor's appearance (to Jon Pertwee) and exile 
him to Earth after blocking his knowledge of the Tardis dematerialisation 
codes.

I always thought the other renegade timelord was the Master but the book is 
not clear about this. (Anyone showing Troughton reruns?)

Just before the master appears in the Pertwee series, the Doctor hears the 
familiar 'wheeze-thump' of a Tardis and turns to see another timelord 
materialising (minus tardis) who warns him that the Master has escaped and 
was tracked to the Earth.

And yet another time lord is the Mad Monk.  He was attempting
to use nuclear weapons to change who won the battle of Hastings
in 1066. His TARDIS was disabled by the Doctor.  The Doctor removed
a vital part of the Mad Monk's time engine, thus stranding MM in
1066.
