There are three publications that I know of that contain episode guides and plot summaries: 'The Doctor Who Programme Guide' - Jean-Marc Lofficier (TARGET) This is in two volumes with the first volume entirely taken up by plto summaries up to the end of the Baker series (Logopolis). The second volume is a concordance of people, places etc that have appeared in Dr Who. Although there are a few errors, these books are worth getting. 'Dr Who 20th Anniversary Special' (BBC) A color magazine produced by the BBC. I think one of the PBS stations (Ch 11, NH) was offering this as an incentive during their pledge month. This contains small (and often misleading) plot summaries up to 'The Kings Demons' and some info on the next season. It has some nice color photos and other bits of background information. 'Doctor Who - A Celebration (Two decades though time and space) - Peter Hanning (W.H. ALLEN) Also has plot summaries up to 'The Kings Demons' and a lot of other information. Also a useful part of anyones Dr Who library. The Dr Who Monthly (and its previous weekly regeneration) include a lot of plot summaries, usually several pages long. Unfortunately a lot of the material in this magasine is aimed at 12 year olds.
