The master's 13'th regeneration wasn't really a regeneration. As I remember it, the master stole the body of Nissa's father in 'keeper of trakan'. He had just been expelled from the eternal flame of trakan or some such thing, and retained just enough energy to make the transfer. Good use of the master's tardis, too. He made it look like a grandfather's clock, and paralyzed Nissa's father when he tried to set the time.
