I just remembered about the Sigma rays mentioned in "The Talons of
Weng Chiang" (Baker) which powered that Time Lord's TARDIS.
They are probably just one of these many different valiant attempts
at running a TARDIS whose power is used up, but I thought it
was worth saying.

No, the sigma beam used to power Weng Chiang's time cabinet was, according
to the Doctor, a failed experiment. The cabinet was a product of future
Earth science, not timelord, and Weng Chiang was an Earth war criminal of
the future.
