K9 in on treads like a tank this allows for rough terrain but not stairs.
As far as K9-MI is cncerned, he probably did not have any kind of 
provision for starirs since the hospital he was built at used elevators
as the principle mode of vertical movement.

	The Doctor probably modified K9 in the MII and later models by
installing a form of anti-gravity field.  The field could probably be
operated for only short periods of time.  This would allow K9 to go up
and down stairs.

	The Daleks probably had a similar arrangement.  This is only my
speculation and not based on fact.  However, the treads on K9 were 
mentioned in a recent issue of Starlog.
