If you look closely, you'll see that the "Doctor Who" logo is being displayed both correctly and reversed. The reversed copy is then faded out. For some reason, the "O" overpowers the "W" on both sides. Presumably, they included the reversed copy so that it would look slightly more abstract as it was faded in over the video feedback that makes up the rest of the title sequence.
